HISTORICAL PROFILE

A.  HISTORY

          About  the  years  1850 intrepid pioneer from Sto. Domingo,
Ilocos  Sur,  Sto Tomas  and  Agoo,  La Union settled  to this place.
Those  who  came  from  Sto Domingo, Ilocos Sur occupied the western
part. They  were  the Miguel, Enguito, Tablada and Baybayan families.
The Estrada, Duzon and Dela Cruz clans chose the central part, Mones,
Suyat,  and  Basa families who came from the Agoo settled in eastern 
part  while  the  Portez,  Llego  and  other  families took over the 
southern part.

          Others  were  the  Tolentino  Tulato  and  Pagador Familes.
The people  name  their places after the town of their ancestry like
Kasanto-Domingoan, Ka-Agooan, and Ka-Santo Tomasan. The fourth group
was called  Macalong. Supotima community is not a barrrio. It stands
for Sugcong, Portugal, Timbogan and Macalong. This community belongs
to the barrio of Bactad.

          Bactad  was  the first seat of the Municipal Government of
Urdaneta   before   its   formal  founding   in   1858.  Augustinian 
missionaries  who  establish  a mission in the village constructed a 
convent  and a  chapel  with  spacious grounds here and the place is 
still referred to as plaza. This land which is almost three hectares
is still being  administrated  by church authorities. The Government 
seat was later transferred to Bayaoas.

          Farming  is  the  chief occupation of the people who raise 
rice,  mongo,  corn  and  other  vegetable  like eggplants, tomatoes,
cabbage and onions. This barrio feels proud for being the birthplace
of  Dr. Pedro  T.  Orata,  an  educator  of  international  fame who 
contributed a lot in  helping make this barrio  a model community in 
the  Philippines. He  also  worked  for the establishment of a rural 
High  School  in  the barrio 1964 namely Bactad Barangay High School,
Cabuloan BHS and Cabaruan BHS.

VISION

          Pedro  T.  Orata  shall  vigorously work for the unity and 
cooperation among the  barangay residents in the attainment of peace,
harmony and progress, where the delivery of basic social services is
improved:   infrastructure   facilities  are  enhanced:  the  people 
capacity   to   manage  their  own  resources  and  organization  is 
strengthened:  and stronger coordination and linkages with different 
agencies of  the  government  and the private sector is fostered. To 
uplift the lives  of the constituents by means of teaching, seminars
and  constants  dialogues,  so  that in the future they can stand on 
their  own  and will  not seek assistance from anybody including the 
government as well.

MISSION
        
          Pedro  T.  Orata  is  a  Peaceful,  Prosperous  and United 
Barangay people with God fearing,  healthy,  industrious,  happy and
well-off citizens  who are  united  together for a common purpose of 
attaining  food sufficiency, clean environment under the system of a
democratic fair and human leadership that shall ultimately result in
better  quality  of  life of the people and, To bring the government 
closer  to  the people and to in their hearts and minds,the organiza-
tion,  plans,  concepts,  purposes,  ideas,  policies and objectives,
whatever their status in the society. To feel and have the better of
the best services they are crying for, in their daily life.
